The railway infrastructure of Montenegro — AD Podgorica is a joint-stock company established on July 9, 2008, in accordance with the Restructuring Strategy of Railways of Montenegro.
The company operates on a cost-based principle and fulfills non-financial objectives defined by the Railway Development Strategy, the National Program, and the annual Program for Construction, Maintenance, Reconstruction, and Modernization of infrastructure established by the Government.
ŽICG is a commercial company that performs activities of public interest.
As the manager of infrastructure, considered a public good in general use and owned by the State of Montenegro, the Railway Infrastructure builds and invests in railway infrastructure, oversees its modernization and maintenance, ensures access and allocates infrastructure capacity to all interested railway operators who meet legal requirements, determines fees for the use of infrastructure capacity, prepares and publishes the timetable, and organizes and regulates railway traffic.
The Annual Program for Construction, Maintenance, Reconstruction, and Modernization of Infrastructure includes: maintenance works categorized by type, scope, and amount of financial resources; costs for traffic management and regulation; and planned works for the modernization, reconstruction, and construction of infrastructure. A report on the implementation of the Annual Program, based on the Agreement, is submitted to the Government.
It is one of the first companies in Montenegro to adopt the Montenegro Corporate Governance Code and implement it. It is a member of CER (Community of European Railway Companies and Infrastructure Managers) and UIC (International Union of Railways).
Proof of professional company management and the efficiency of all employees is provided in the report by World Bank expert consultants, “Diagnostic of the Railway Sector in Montenegro” – THE WORLD BANK, June 2024, who, after reviewing all business and technical documentation, concluded that “ŽICG staff productivity is at a high regional level (2nd place).”
In the implementation of railway infrastructure modernization and reconstruction, ŽICG management and employees collaborate daily with international partners and financial institutions: Western Balkans Investment Framework (WBIF), European Investment Bank (EIB), European Bank for Reconstruction and Development (EBRD), World Bank (WB), and the Transport Community – EU.
At the 28th Extraordinary Shareholders’ Assembly held on September 16, 2025, Decision No. 8914 was adopted regarding the election of members of the Board of Directors of the twenty-sixth term of ŽICG.
The following day (September 17, 2025), the constitutive session of the new Board of Directors was held, during which Aleksandar Dakić, a graduate lawyer, was unanimously elected as Chairman of the Board of Directors.

Marina Bošković
She was born in Podgorica, where she completed her primary and secondary education and was awarded the Luča prize for excellence in both. She earned a degree in Electrical Engineering, specializing in Electronics, from the University of Montenegro.
She began her professional career in 1997 at Railways of Montenegro as a Systems Engineer in the IT, Development, and Research Department, where she participated in establishing the Information Center and gained significant experience in the field of information technology. She advanced from Chief Systems Engineer to Head of the Information Systems Unit, then to Director of the Information Technology Department, followed by Advisor to the Chairman of the Board of Directors, and ultimately to the position of Executive Director at Railway Infrastructure of Montenegro, to which she was appointed on April 21, 2021, a role she continues to hold.
She has twenty-three years of professional experience in information technology, network and server administration, project design implementation, as well as in organizing most business processes of a complex commercial company. She has participated in numerous regional and international conferences in the fields of IT, corporate governance improvement, and the development and implementation of Integrity Plans. She also holds an Information Security Management System certificate: ISO 27001:2005.
She is the mother of Nemanja and Vladimir.
